EU-kommissionen ändrar kartor

Efter att Ålands Framtid påpekat felaktigheter i de kartor som EU-kommisionen publicerar, meddelar Morten Espelund (European Commission – Press and Communication Publications) att kommissionen skall ersätta benämningen ”Län” för Åland med ”Landskap”. Enligt svar från Espelund beror felet främst på de uppgifter som ges ut från finländska myndigheter, där man uppger Län som viktigaste landsuppdelning.

Trots att Åland är enspråkigt svenskt har man också valt att ange Åland som tvåspråkigt med hänvisning till att Åland är finskt territorium. I detta fall kommer ingen ändring att ske enligt Espelund, då det är ”mest naturligt i internationella sammanhang” att ange hela Finland som tvåspråkigt.

Jag är naturligtvis nöjd med att man ändrar åtminstone Län till Landskap, men framhåller att det är mycket olyckligt att man inte respekterar språket. Genom att ange Åland som tvåspråkigt i EU:s publikationer får omvärlden en helt missvisande information om Åland.

Thank you for your comments. The European Commission publishes various maps of Europe for the purpose of general information about Europe. These are not official maps which reflect any political decision by the European Commission. Our editorial principle on these maps are that all names are given in the local languages (mainly of the 20 official EU-languages and main national languages in other countries, with certain exceptions) and show the regional division in terms of areas with some kind of administrative or political self-government.

As to Finland our interpretation have been, that the Län is the first level of regional division, even if they have a limited role compared to for example German Länder. We have furthermore interpreted it so that the country as a whole is bilingual Swedish/Finnish, which in spite of the home-rule for åland would be the normal situation when looking at it in international inter-governmental context. We therefore have both Finnish and Swedish names all over Finnish territory. Furthermore we have used the term Län on Åland because it actually appear as such in certain national government lists, since there do exist a Länsstyrelse on Åland, but in addition we have always also given the specific name of the homerule auhtorities, Ålands landskapsstyrelse.

However, we are aware that this might be considered as misrepresent of the real importance of the Län vis-vis landskab and controversial by some inhabitants of Åland, and we are therefore about to delete the term ”Län” where it is used. This happens gradually at different editions of the maps, and will also soon be the case on the specific version you refer to.
